Russia’s war against Ukraine has upended Germany’s core foreign and defence policy beliefs. This paper analyses the war’s impact on Germany’s European defence industrial policy. To do so, it zooms in on Berlin’s spending and procurement choices since February 2022, national defence industrial strategy, and position on recent initiatives by the EU.
