Since Russia’s war on Ukraine, defence industrial cooperation between the European Union and Ukraine has been put high on the agenda. Numerous bilateral agreements have been signed between EU countries, the UK, and Ukraine, both at the state level and the defence industry level. Additionally, the European Commission’s new initiative, the European Defence Investment Programme (EDIP), includes measures to support Ukraine’s DTIB. In this ARES policy paper, Daniel Fiott examines these bilateral agreements, exposes initial lessons learned from the cooperation with the Ukrainian DTIB, and offers forward-looking insights into the future of this cooperation.
