Jacques Serba is an Associate Research Fellow at IRIS, specialised in humanitarian action, the organization and functioning of NGOs, and the external action of territorial authorities.

Former President of Action Contre la Faim (ACF), he was also a member of the Patronato of the Spanish foundation Accion Contra el Hambre (ACH) and of the Board of the American structure Action Against Hunger (AAH). He has represented ACF on the National Consultative Commission on Human Rights (CNCDH).

Jacques Serba holds a doctorate in public law and is a former student of the École Nationale des Impôts (ENFIP). He also holds a post-graduate diploma (DEA) in geography from the University of Poitiers and a post-graduate diploma (DESS) in International management of small and medium-sized businesses from the Institut d’Administration des Entreprises (IAE) in Brest.

He is deputy director of the Institute of Preparation for General Administration in Brest (IPAG, University of Western Brittany), and a lecturer at IRIS SUP’ and the Institute of Political Studies in Aix-en-Provence (IEP). He also teaches at the University of Thammasat (Thailand) and at COLMOR in Cuernavaca (Mexico).

He has co-edited, with Pierrick Le Jeune, the collection “Administration et Fonction publique” (Bruylant, Brussels) and directed or co-edited works in the collection SIREY (Dalloz, Paris).

Jacques Serba is an Officer in the National Order of Merit and Commander in the Order of Academic Palms.
